A Standard National or Standard International Operator's Licence requires operators to have a professionally competent person responsible for managing transport operations.

For many small and medium-sized operators, employing a full-time Transport Manager may not be necessary or cost-effective, particularly where fleets are typically between 1-20 vehicles. Outsourcing CPC (Certificate of Professional Competence) support provides a practical and compliant alternative, delivering professional transport management expertise without the overhead of employing a dedicated member of staff.

Using advanced compliance and fleet management technology, we analyse tachograph and driver card data to support operator licence compliance and help identify trends, risks, and performance issues. Our systems are also capable of producing the key performance indicators expected within the DVSA Earned Recognition scheme.

Our software also integrates daily driver defect checks, vehicle inspections, and PMI records into one structured compliance system, helping ensure all operational data is accurately recorded, monitored, and managed in line with current operator licensing requirements.

External transport management fees

The monthly fees for the provision of an external freelance Transport Manager CPC holder are subject to Operator Compliance Risk Scores (OCRS).

Green operators: the first vehicle is chargeable at £400 and each additional vehicle thereafter at £100.

Amber operators: the first vehicle is chargeable at £500 and each additional vehicle thereafter at £150. Acceptance is strictly subject to a full compliance audit.

Red operators: prices and terms on application.

Restricted Licence

Restricted Licence external transport management

If you hold a Restricted Operator's Licence, you are not obliged to employ a professionally competent person to manage your transport operations. However, you are still subject to the same sets of regulations as higher-tier operator licence holders. We can offer a consultancy service on either a retainer or an ad-hoc basis, and this can include tachograph analysis and reporting. You will be provided with a comprehensive administration system for both vehicles and drivers to help you remain compliant with your licence undertakings.

Monthly fee: £150 per vehicle.

All fees are payable monthly in advance.
